• Annual main business income of at least 50 million yuan for enterprise units, or total R&D expenses of at least 10 million yuan in the past three years for universities and scientific research institutions.
• Good research infrastructure and comprehensive capabilities for engineering research and development, design, and testing.
• High-level technical leaders and engineering and technical teams.
• At least 5 independent intellectual property rights.
• At least 3 landmark achievements in cooperation with enterprises in the industry-academia-research collaboration aspect.
